Shifu was very cold and distant to her during her whole training while she was a kid, because Shifu had another apprentice before her. He treated him like his own son and he ended up betraying him and forcing Shifu and the other masters to lock him up forever. So I guess he either didn't want to become emotionally invested in Tigress after that, or he didn't want her to end like his first pupil.
