the problem is naughty dog wanted the emotional scene and to give you the agency to not do it. most games realize you can't have both and prioritize agency, so if you do chose to do it you choice has weight. But since this game only cares about being "emotionally difficult" they force it so your decision has no weight and the emotional impact is lost.
