This became clear in my research in local offices of the National Weather Service. As new local offices were built, the central bureaucracy set rules for how those buildings would be sited and structured. For instance, each National Weather Service office had to have a safe room and backup electrical systems in case of severe weather. More striking was the central administration's attempt to prohibit windows, which it considered distracting to those using the machines inside the office. Forecasters arose in frustration and anger, arguing that observing the skies helped their forecasting by incorporating their own experience of the weather. In this case, the central administration gave in, and local offices were able to install windows. In the Chicago office, although questions about how the layout of the building promoted effective fore- casting remained controversial, forecasters pointed out that they used the windows when severe weather approached. As one explained, "That's our backup-to look out the window" (Fine 2007, 24).
