Toph is most definitely stronger with more experience and technique. However since Tetra can fly with her powers, she might have a decent enough shot at tripping her up.

Keep in mind that Toph can feel the earth even when it's not connected to the ground. Anytime earth is launched at her in the series, she's countered it before- not just because she can sense bender movement.
