If you are complaining over the phone, ask for the customer relations department. If there is none, then ask for the manager or appropriate supervisor. Or talk to the head telephone operator, who will probably know who is responsible for solving problems. Keep trying. Complaints may not get results. In that case, they may work to simply keep on complaining. This will "wear down" resistance on the other side. If you have a problem with a store, call the store two or three times every day. Chances are that someone will get tired of dealing with you and take care of your complaint in order to get you to stop calling.
