This might help. The gist is that Gates has for some time funded research in methods to limit solar radiation that enters/gets trapped in Earth's atmosphere to limit global warming. Some far right folks, particularly those subscribing to chemtrail conspiracy theories, think it's already being implemented.

My hot take is that there are some legitimate criticisms to levy against alarmists like Gates, but, "Bill Gates is happy to see dangerous winter storms [and also I don't know what RNA does, hence vaccines scare me]," isn't one of them.
