Filipino here. This is a general thing to do when you don't have a bidet here in the Philippines.
We fill the really big dipper with water, splash it up our butthole, then wipe it from there. We wash our hands afterwards.
It's definitely more hygienic than using toilet paper. That said, there's a reason why Filipinos rarely dump on public restrooms.

To be honest, this isn't really a big surprise to me. Most cultures outside of the US have been using water/bidet-like cleansing tools for centuries.
