Yes and no. Like yeah, he did his thing as a hero, but he also had his fair share of tears and the series finale ended with him dealing with depression. All in all, though, I'd say he's fine in that regard; however, that's not what's happening here.
I haven't seen the new Puss in Boots movie, but as I've heard, this guy is just a complete dick of a villain. Meanwhile, Steven forgave every enemy he went up against, including the classist, warmongering, genocidal dictator that is White Diamond. Not a single villain in that series was vanquished in the end, even though some of them (like WD) very clearly deserved it. If Steven were to meet Jack Horner here, he would likely try to redeem him, only fail horribly and spectacularly in the process.
