To explain why this is such a weird thing for a Russian to get tattooed on their chest, the person on the left is Nicholas II, last Tsar of Russia, and the other person is Stalin, leader of the communists, who were the ones that murdered the Tsar and all his family shortly after the revolution.

So not the best choice to have as neighbours then.
