The Japanese version of the Art of Super Mario Odyssey book reveals that this is a direct quote from the developer who designed the dragon, who found that task very difficult. In the English version of the Art of Super Mario Odyssey book, art director Rikuto Yoshida mentions that the stage lead designer for the Ruined Kingdom "uttered cries of woe" when designing the Ruined Dragon/Lord of Lightning boss. Like the T-Rex and Sphynx, we aimed to make a by-the-book dragon design that would offer players a realistic surprise. Both its looks and the gameplay made this boss difficult to assemble, and you could often hear the stage lead uttering their own cries of woe. Despite the difficulties, though, I think this stage is a fine addition to the latter half of the game.
