It is classed as sexual harrassment, as it shows a direct sexual interest. It's basically the same as going up to a random female and making a comment about her body, it puts that female in a very awkward situation, something no female should have to go through. You did the right thing in telling him to never speak to you again. I would go as far as to contact the police about this encounter, as he sounds creepy. It would only be sexual harassment if the behavior was repeated even after she said no the first time.
