While that is true, there is also the large group of people who do pay for it whether it be for a higher quality, a heavy sense of morality or an ignorance of piracy. All in all the popular creators/publishers earn a fair amount of coin for it.
The main issue in piracy is the lesser-heard-of artists who earn a negligible amount due to a smaller fan base and said fan base being people who hear things through the internet more often than most. These people will likely have an extensive knowledge of piracy.
In all honesty though, with how out-of-the-way libraries can be I think a better analogy for it would be youtube rather than the pirate bay. The drive to the library as well as the need to check out books and return them being similar to the ads that you watch before a video.
More on the idea though, I think people should stop bringing in comparisons to justify or statistics to shame and rather just accept that it's petty theft barely worth a nickel. Seeking to convince the people who pirate that it's wrong seems to just make them find counterarguments to justify it rather than make them stop.
