Or, you could, I dunno, step in BEFORE the victim gets killed? That's a thing you can do in the game and you get a bonus for doing it. On top of that, there's no mention of the fact that there are also crimes committed against men in the game, and women aren't singled out. And as for the victims who live and the criminal runs, isn't your first instinct: "catch the guy and bring him to justice as fast as I can"?
