I've seen it before. A popular prop company made it. Still pretty cool.

The difference being that Millhouse is not a Meme is the meme. That was made on the 4chan due to incessant forcing. Yeah, Science Bitch is a saying from a TV show that was not internet-based, but evolved into memetic qualities online. The newspaper is more of an easter egg used by TV and movie directors, a hidden secret that was created by them. I'd be hesitant to call it a meme, let alone an internet meme. There's an inherent difference between the three.
Didn't think about it just being an easter egg. That would make more sense I guess. I get meme thrown in my face so much that I immediately jump to meme when I see a joke that's spread this much.
