a) You don't "make" a meme, it sort of comes out of itself. But the best place on this site would probably be the just for fun forum, maybe in the shitpost general. Otherwise, you could try any site that has something to do with memes.
b) You can upload the image to imgur, your profile here, or any other image hosting sites really.

Ok, so yesterday on the forums I was experiencing some problems. For some reason I was double posting, and I thought it was just a glitch on my computer when I post one comment it posts two. I did not intentionally double post, but I'd like to delete those double posts. I'm pretty sure there was a thread for this, but I can't find it. If a Moderator could explain this or fix it, I'd be very much thankful.

Okay I'm new here and I want to add a video form the Quinnspiracy gallery to TotalBiscuit's page (and before you ask, yes the video is done by Total "Cynical Brit" Biscuit himself), the question is do I have to add it as a separate entry from the video already in the Quinnspiracy Gallery or can I add a video from one video gallery to the other, and if so, how?
No, unfortunately they won't enable cross-referencing in the database, so if you want to add a video to more than one gallery you have to do it manually. Same goes for images. There's tons of images and videos where I've had to go in and add them to two or more separate galleries because they are crossed memes or something.
How can I search the forums? I'd like to make sure I don't post a new thread when there's an existing one I can post a reply to instead.
And as long as I'm posting, here's a question that's not about KYM but I figure someone here may be able to answer it: Is there a meme creation website that can "stitch" two images together before you add wording?
EDIT 1: I just remembered that the site's search box searches everything, not just the database. Derp.

I think on the forums, forum posts are hidden when they have 5 negative karma
For the comments, however, I think they gets buried at around 10 downvotes.

Karma is only obtained from forum posts, not comments.

I don't know what things like "alt text" are, nor do I know how to place my caption on the picture I'm trying to submit. And when I do click submit, it just says "loading" but never generates my submission or takes me to the next page. Why must this dumbass site make submitting a meme so impossible to figure out? _

This is a meme wiki. When you click "Submit an entry" you attempt to make a new article about a meme. If you want to simply upload an image, find an entry matching your meme, scroll down to its gallery and click "+Add an image".

First, in practical terms, what effect does it has when a submission is confirmed or deadpooled? Does it affect how the entry appears on Google results or whether it's included in the archive sent to the Library of Congress?
Second, more straightforwardly, how do I link related entries to make them part of a series or to make one a sub-entry of another?

Entry confirmation is basically site's stamp of approval. Most user made entries (especially obscure ones) don't get those these days, but it doesn't really matter. Deadpool is an opposite of that. Most of deadpoolable entries get deleted, but when there is a potential to fix it, it is left alone and waits until someone decides to help.
I don't really know how all this affects search results though. I wouldn't be surprised if deadpooled entries had reduced visibility.
You can't personally make sub-entries nor link related ones. You will have to ask a mod for help.
I'll ask this on here since i dont know where else to ask. I have proof on the founding of a meme, how do I bring that up for discussion to give the person who made the meme the credit for starting the trend of said meme?
