It's another song by Grant MacDonald, aka the guy that wrote that song about the gay cowboy orgy. I know it's just been used for shitposts and memes. But it's a damn good one at that! Let's spread more love to Grant!

First of all if it's for a state, it's a regional anthem. Second a Texan should write it, not a Canadian, unless he's lived in Texas for several years then he counts as a Texan.
