The origin is probably from Norway, from the word "Tøffel" which means slipper.

It would be said against people who remain friends with their exes even though it causes them more trouble than good.

It means:
    To remain friends with your ex after the breakup. (She would (figuratively) wear you,
    and she would (again figuratively) stomp on you like you were a slipper
    when she makes out with other guys).

The first occurance was on: 05/07/16(Sat)12:52:51 from an anonymous 4chan user, his comment was then turned into a meme by another anonymous 4chan user.
