Plan Ángel or Plan A.N.G.E.L. is the name of a security strategy plan proposed by Marcelo Ebrard, a candidate for the 2024 Mexico Presidential Election. The project's name is an acronym in Spanish for "Advanced Geolocation and Security Standards," which would seek to combine the security methods implemented in various countries. After its announcement in mid-July 2023, the plan's details were highly criticized and memed on social media.

Background

On July 10th, 2023, Mexican politician Marcelo Ebrard uploaded a video on his Twitter[1] account announcing "Plan Ángel," a strategy program with the goal to eradicate insecurity and violence in the country.[5] The post (shown below) garnered over 9.9 million and 20,100 likes in four days.

Plan Ángel is based on the following eight points:

  1. Facial recognition on public roads (all over the country)
  2. Gunshot identifiers.
  3. Weapon detectors (people and/or vehicles)
  4. Morphological recognition (criminals)
  5. Vehicle trackers.
  6. Tracker drones.
  7. Smart cameras (National Guard)
  8. Artificial Intelligence (criminal databases)

Online Reactions

Online, the plan was quickly ironized and criticized with memes on social media in the following days. For example, on July 11th, 2023, Twitter[2] user @pakosaladote posted a video of American actress Jennifer Coolidge saying hi with the caption in Spanish "Me trying to act normal so Marcelo Ebrard doesn't arrest me." The post (shown below) garnered over 4,000 views and 144 likes in three days.

On July 10th, Twitter[3] user @biciclotimia posted an image of Hello Kitty being arrested with the caption in Spanish "The Ebrard police taking me because I was walking like a cholo while listening to Cypress Hill on my headphones." The post (shown below, left) garnered over 94,000 views and 3,000 likes in four days.

The same day, Twitter[4] user @carlaescoffie posted an ironic meme about the plan using an image of the Evangelion anime. The post (shown below, right) received over 96,000 views and 2,900 likes in four days.
