Joe Biden "SODA!" refers to a clip of United States President Joe Biden shouting "Minnesota!" at a rally, cut in a way that Biden appears to be shouting "Soda!" as the crowd proceeds to cheer. Often paired with a viral video of the former U.S. President Donald Trump saying Obamna, the clip has been a subject of memes and references since 2020.
Origin
On March 3rd, 2020, Democratic Party presidential candidate Joe Biden held a rally in Los Angeles following Super Tuesday. During the rally, Joe Biden celebrated his primary victories in Virginia, North Carolina, Minnesota and other states, making a noticeable emphasis while shouting "Minnesota" (1:54 mark), with the crowd cheering as he listed the states (video[1] shown below)
Tell that to the folks in Virginia! North Carolina! Alabama! Tennessee! Oklahoma! Arkansas! Minnesota! And maybe even Massachusetts!
On November 14th, YouTuber[2] LitRandomness uploaded the clip of Donald Trump saying "Obamna" to YouTube, where it gained over 32,000 views in one month and over 475,000 views in two years. On November 20th, the same user uploaded[3] a clip from Joe Biden's rally, cut to appear as if Biden is screaming "Soda!" and not "Minnesota!" (authorship unconfirmed; shown below). The video gained over 2,700 views in two years.

On November 20th, 2022, or prior, TikToker @_.the.ugly.bestriend._ posted a TikTok captioned "Most valid claims made by the presidential candidates," followed by clips of Trump and Biden saying "Obamna" and "Soda," respectively (post no longer available, reupload[4] shown below).
Spread
In late November 2022, the Obamna / SODA meme format achieved virality across TikTok and Twitter. For example, on November 11th, 2020, TikToker[5] kalebfurst posted a video that gained over 3.1 million views and 715,000 likes in three years (shown below).

On July 30th, 2021, YouTuber[6] Wheatskins posted a "remaster" of the meme, with the video accumulating over 1.9 million views in two years (shown below, left). On October 22nd, YouTuber[7] artstetic posted an animated version of the meme that accumulated over 290,000 views in six months (shown below, right).
Following a period of viral use, "SODA!" achieved widespread recognition and has been referenced in various memes, primarily those featuring Joe Biden. For example, on February 7th, 2023, Twitter[8] user @ureverypie posted a "White People at the Function" / "Biden Dash" meme referencing the video that gained over 1,600 retweets and 9,800 likes in two months (shown below, left). On March 17th, Twitter[9] user @rubynesoberi then posted a Backwards Long Jump joke that gained over 210 retweets and 4,400 likes in one month (shown below, right).
In memes, "Soda!" is often imagined as Joe Biden's signature catchphrase.
