Wolfgang Schäuble, in 2007 Secretary of the Interior of Germany, was proposing various internet related laws, most prominently "Vorratsdatenspeicherung" (internet data retention) and "Onlinedurchsuchung" (computer surveillance).

Since the Deutsche Demokratische Republik (DDR/GDR) was less then 20 years away, analogys to the Stasi (Staatsicherheit/Ministry for State Security) were seen and since the word Web 2.0 was used very often, both were soon combined. A stencil was created and used online and on demonstrations. First users were CCC (Chaos Computer Club), Piratenpartei (Pirate Party), and Anonymous. Other civil rights groups soon adopted this meme.

Wolfgang Schäuble of course did not like to be compared to the Stasi (taz.de).

Very closely related is the meme "Zensursula".
