Well, this is moreso a reference to last night's Game Awards. When Metal Gear Solid V won the award for best action/adventure, Keefer Sutherland (Snake's VA) accepted the award on Kojima's behalf.
Hideo Kojima did not make an appearance at the awards show because Konami did not want him there.
