Wait, can't basically ALL Pokémons understand human language? Isn't that how battles work?

Most Pokemon are like pets; they can obey commands, but they can't understand what humans are saying.

Only particularly intelligent Pokemon like Lapras, Ninetales, the Latis, and Lucario are stated to be able to actually understand human speech.
