Depends on how you decide to calculate it. A quick Google search says both at least two years of post-secondary schooling before you can apply (although it doesn't seem to be a requirement that it pertain to police work). After that they go onto probation and/or on-the-job training that can span a year or two. They aren't a full fledged officer, but chances are they're performing many of the duties of one by that point, including being out in the field.
