![It's pretty obvious that Sturm was modeled after Hitler/Hetler. the word "Sturm" is german for "Storm", and lightning is a common theme for WWII Germany, Sturm could be short for Sturmabteilung[1], which is the paramilitary wing of the Nazi party. They even got the same hat.
tl;dr Sturm is basically Mecha Hitler.
