This happen for the refraction phenomenon. When the light rays change the medium (form water to air), both mediums have different refractive indices, so the velocity of the light change and the angle of refraction change too. Then we see a body separated of his head because the image reflected of the body summerged in the water have a angle of reflection affected for the change of medium (from water to air).

Sorry for my bad english, but this is the first time that explain Physics in other language than Spanish.
