The problem here is that if someone claims that another person is bullying them without proof, then that means that anyone can be convicted of bullying. Innocent people would be ostracized and seen as evil, while the REAL bully actually gets away with bullying the innocent she or he framed or accused of bullying. It goes the same way with domestic violence, r---, and murder. WIthout proof, innocent people may be punished, and make matters worse.
