They didn't want to have too many Speed-types, I'm guessing. Sonic, Amy, Shadow, Espio, and Silver are enough.

They also don't want any characters to be exact clones of each other. If Blaze was Speed/Hero, she'd be identical to Sonic, and if she was Speed/Rose, she'd be identical to Amy. So they made her Power/Rose.

As for Metal Sonic, he can fly, so it works.

Silver, yeah, I got nothing, but he is the slowest Speed-type.
