U.S. Department of Justic Burcau of Alcohol, Tobacco, Firearms, and Explosives C3800 Dear Director Lombardo, The purpose of this letter is to inquire about and request for the provision of amending recruiting standards as they pertain to weight (Rec.AD-Sec32-5) My request is that the required minimum weight be amended from a pass/no pass 225 lbs to a system that is more adequate at evaluating a recruit's eligibility for service. Below I outline my reasoning with relevant agency statistics. This is a matter that should not be taken lightly; it is severely affecting our agency to very harmful ends. The original intent of our weight requirement was to filter our weak applicants to bolster the agency's combat ability and its military bearing as a law enforcement organization. This was sound logic for the time when the policy was implemented, but not now. Today we are faced with accepting under-staffing in critical roles, such as entry and QRF teams, (RR 3. AD-Sec-2b. Rel pg. 3) and hiring applicants who do meet the weight requirements through means of body fat and not muscle. More than half of our enforcement personnel is either obese, and/or have began using agency benefits as of the 2019 audit (ATF-CAR 56.4. Rel pg 74.). This is harming our agency both in regards to tactical operations (last year we have suffered more injuries relating to obesity, cardiovascular diseases, and parallel conditions) than we did from violent encounters, and in regards to our appearance as an agency. Many of the monitored networks that are believed to pose a threat to the agency (ATF-F-Lists VB26-ISec.3) have been noted as circulating imagery of obese ATF officers looking very ocntradictory to what law enforcement standards dictate in the ir agency issued tactical gear. Those images have been reviewed and determined real (RR3. Atd). This is bolstering morale criminal elements while simultaneously incentivising our physically fit, competent agents to among resign. Eventually this will lead to significant degradation of the agency's enforcement abilities, and produce undesirable performance statistics. For the above reasons I ask that you, with great urgency, amend the current weight requirement to a more reasonable one in order to prevent further harm to our agency and preserve our combat ability. In conjunction with Dr. Greg R. Mitchell from our Medical Research Sub-Division and reviewing the relevant available statistics (RR 5. Atd) I have come to the conclusion that applicants should be evaluated on a ATF ale similar to that used by military branches (attached).
