The trend began sometime in March 2021 and saw a revival a year later in March 2022, inspiring videos where TikTokers call spam commenters out for being unfunny and videos where TikTokers make the recipe.
Origin
The exact origin of the brownie recipe and when it first became a spam comment is unknown, but early examples began appearing online in March 2021. For example, on March 2nd, 2021, Twitter[1] user @kthLMAO posted, "Recipe for brownies: 1/2cup butter 2eggs 1cup sugar 1/3cup cocoa powder 2teaspoon vanilla extract 1/2cup flour 350° more chewy 325°!" writing in a comment underneath it, "just a warning i found this through tiktok comments 🙏" (shown below). This is the earliest known post of the copypasta.

On March 7th, 2021, TikToker[8] @arianafeygin posted a video making the brownies after she started receiving the spam comment, gaining over 2.8 million views in a year (shown below, left). The next day, TikToker[9] @joshhallan posted a similar video, gaining over 271,000 views in a year (shown below, right).

On March 15th, the official @Netflix TikTok[10] account posted a video making the brownie recipe, gaining over 214,000 views in a year (shown below).

2022 Resurgence
In March 2022 TikTokers[5][6] began spamming the brownie comment again. As the comments filled more and more videos, TikTokers began posting videos calling out the comments as unfunny and expressing confusion about the comments (examples shown below).

On March 23rd, 2022, HITC[2] reported on the trend. That same day, TikToker[7] @jerrremyyyv2 posted a video captioned, "Stfu that's not the recipe for brownies THEY'RE THE INGREDIENTS" (shown below).
