Monster Girls - Dancing Ghost

Don't be sad, friend!
The animation implies that she's really bummed out about not having feet anymore (being a goost), and then she comes across some living tap-shoes which are either alive themselves or enchanted or possessed subconsciously by her or something?
She gets to relive having feet again and it's a cute animation and don't you dare try to make this depressing.

And then a guy finds her wandering around Hollywood and takes her to go see some picture shows, which blows the mind of this turn-of-the-century spook.

Hey, I remember watching when I was doing my animation course! We all loved it, it's so well animated and adorable! ^^
