That reminds me of that time the brazilian mint decided to dip their shoes into plastic bills, experimented with the BRL 10 bill (I think it was worth $3-4 then). They thought of everything, resistant to ripping, folding, water, oil, soaps (so it could survive washing better) and pretty much everything people could throw at it. Also the red circle thing was an "eye of truth" to validate a bill's authenticity I think.
Cue the bill's ink flaking like hell. Turns out they failed to test the bill against human grime and sweat.
