Yeah.
It's a perfectly good argument when taken out of context. I think that what was going on here is that Red Skull was trying to sound like an old school conservative (neocons never get this blunt) while he's actually pursuing a much sinister goal.
At least that's what I think it's happening.
If it isn't then I suppose it's the writers thinking only a Nazi would say something like that…
