The concept of "Aryan race" being blonde Germans didn't even come from the Nazis. It came from a French writer named Arthur de Gobineau.
I think even Mussolini pointed this out when he noticed that a lot of Nazi "historians" were obsessed over Roman and Greek history and claiming it as Nordic/Germanic.
