That doesn't mean pacifism. It doesn't mean that individual abusers and fascist movement ought to only be stopped "civilly" or through debate. It does mean that "exterminate all the brutes" will follow existing power dynamics like water flows downhill, and the people least able to defend themselves will be the ones targeted.
