As he runs away, he becomes caught in a water wheel, with one of his feet being trapped in it. It drags him through the water, making him soggy. What's your problem, bub? Looking at the way his foot is caught in the wheel, it does seem like there is nothing to actually get caught on and the sprite may have originally been drawn for something else. In Super Paper Mario, there is a glitch that allows Mario to clip out of bounds everywhere by tossing a Gold Bar, using Slim's ability, catching the Gold Bar near a wall or edge, pressing 1+2, selecting another Pixl and finally jumping into the out of bounds area.
