I could see polygamy being banned in Equestria if only because it would prevent huge legal clusterfucks (parental custody, divorce settlements, heirs, consent, etc.) from happening.
Then again, some of the best fanfics, use some of the weirdest headcanons (herd mentality, estrus, etc.).

Honestly, I'd skip it. It's a decent story, and in the early days of the fandom, one of the best longfics around, but these days there's many, many better long fanfics out there.

Honestly, it has more to do with culture than with a "sex ban." I can't think of any "adult" shows that do polygamy openly as a norm in that show's universe. Polygamy is, culturally, right up there with sibling/parental incest on the "icky sex" scale. Nobody wants their characters doing it. Even if the writers had the freedom to do sex, they'd be more likely do slash than polygamy do to its stigmatization.
But the ponies don’t do that: there is the lack of any public conversation on sex combined with a lack of any effects of that conversation’s suppression. It’s as if they have no sex drive at all. The conversation on sex in Equestria hasn’t been blocked by social mores because – for some reason – there was no drive to have that conversation at all.
I think you're taking it a little too watsonian. The reason they don't touch on the topic is the same reason AJ's parents haven't been brought up--it's a show for six year old girls and Hasbro doesn't want to deal with a PR nightmare. It's like the "lack of genitalia" debates. People give silly reasons (they're retractile, hidden by fur, etc.) when the real reason is not even HBO would do it.
Additionally, there hasn't really been a scene in the show I can think of that would have lended itself naturally to talking about sex. I don't know about you, but I rarely talk about sex IRL--it's just not a topic that often comes up. The Mane Six may be sex fiends--it's just that in the 22 minutes we see them in, they're doing other things beside sex.
There's also estrus to consider. If a mare's not in estrus, sex is the furthest thing on their mind.

Nightmarity is what actually started to get me away from the comics. The use of S1 Luna combined with the atoner!Luna fanon really showed a discontinuity between it and the show. Given what's recently happened, I'm kind of glad it did.

They go on with their lives like normal. Dash still tries to climb the wonderbolt ladder, Pinkie bakes and parites, Rarity continues to dig for gold, AJ does apples, Fluttershy cares for her animals, and Twilight does princess stuff.
