Origin
The meme featuring the blue mouse entering and leaving a room comes from an episode of the Nickelodeon children's cartoon CatDog, which aired between 1998 and 2005. The cartoon features a cat and a dog that are attached to each other and often depicts the antics that emerge from this bizarre situation.
In a 1999 episode of the show called "Fishing For Trouble," the blue mouse named Winslow is shown to greet CatDog, and turn around and leave upon seeing that the Dog end of CatDog has attempted to swallow the Cat end, resulting in a humorous ouroboros-like stance.[1]

In the mid-2010s, "Winslow's seen enough" came to be associated with a meme about Rule 34 artist Shadman, with internet users using the meme to humorously express distaste for the artist's work (examples shown below).
