About
The Disinformation Governance Board is a board set up by the Department of Homeland Security (DHS) to counter disinformation and misinformation with a focus on countering disinformation related to election interference, misinformation spread by Russia and disinformation about border policies spread by human smugglers targeting migrants traveling to the U.S.-Mexico border crossing. The announcement of the board's creation in late April 2022 inspired criticism from some, including various Republican lawmakers, who compared it to the Ministry of Truth from George Orwell's book 1984 and called the idea of the board an act of communism. Less than a month later in mid-May, it was suddenly announced that the Board would be paused with Jancowicz resigning from her position.
History
On April 27th, 2022, a 2023 budget hearing before the House Appropriations Subcommittee on Homeland Security was held.[1] During the hearing, DHS Secretary Alejandro Mayorkas is asked what steps they've taken to tackle misinformation and disinformation, specifically in Spanish-language communities and surrounding Russian election fraud.[2] Mayorkas answered, revealing that the DHS has recently set up a "misinformation disinformation governance board" to counter misinfo and disinfo (shown below).

"Our Undersecretary for Policy, Rob Silvers is co-chair with our Principal Deputy General Counsel, Jennifer Gaskell, in leading a just recently constituted misinformation disinformation governance board. […] The goal is to bring the resources of the department together to address this threat."
Nina Jankowicz was announced as the executive director of the board.[4] Formerly, Jankowicz was a fellow at the Wilson Center, author of the book How to Lose the Information War: Russia, Fake News, and the Future of Conflict, an advisor to the Ukrainian Foreign Ministry and oversaw Russia and Belarus programs at the National Democratic Institute.[3] Jankowicz shared the announcement in a series of tweets that day (shown below, left and right).
Jankowicz's Hunter Biden Laptop Tweet
Following the board's announcement, critics began sharing a 2020 tweet[15] from Jankowicz (shown below, left) where she suggested the Hunter Biden Laptop story was a Russian influence op as an example of Jankowicz sharing misinformation herself. On April 27th, 2022, Jankowicz retweeted[16] the post, writing, "For those who believe this tweet is a key to all my views, it is simply a direct quote from both candidates during the final presidential debate. If you look at my timeline, you will see I was livetweeting that evening (shown below, right).
On April 28th, the New York Post[14] published an article about the tweet. That day White House Press Secretary Jen Psaki was asked why the administration was placing Jankowicz at the head of the board, directly mentioning the tweet. Psaki said she had no comment on the laptop and responded, "It sounds like the objective of the board is to prevent disinformation and misinformation from traveling around the country in a range of communities. I'm not sure who opposes that effort" (shown below).

Online Reactions
Criticism
Numerous rightwing influencers, Republican lawmakers and pundits criticized the Disinformation Governance Board, framing it as an afront to free speech. For example, U.S. Senator of Missouri Josh Hawley published a series of tweets[5][6][7] on the day of the announcement criticizing the head of the board, Jankowicz, writing in one, "Rather than police our border, Homeland Security has decided to make policing Americans’ speech its top priority." In that same tweet, Hawley shared screenshots of tweets and social media posts from Jankowicz that suggest she will run the board under a Democratic bias (example shown below, left). In the second tweet, Hawley suggested Jankowicz dislikes Elon Musk, who at the time recently bought Twitter under the guise of making it more free-speech friendly (shown below, right).
On the same day, Twitter[12] meme page @grandoldmemes posted a meme using the Support The Current Thing and Hand Pointing A Gun memes over Jankowicz's portrait, gaining over 1,100 likes in two days (shown below).
On April 29th, Hawley retweeted[9] a post from Jankowicz's where she shared a video from her private TikTok page singing a song about disinformation to the tune of the Mary Poppins song "Supercalifragilisticexpialidocious" (shown below).

Ministry of Truth / 1984 Comparisons
Some critics of the board compared it to the "Ministry of Truth" from George Orwell's book 1984. In the book, the Ministry of Truth is essentially in charge of falsifying, doctoring and erasing traces of historical events to portray the truth in a government-approved manner, as they want it to be seen by the people. On April 27th, political activist Candace Owens tweeted,[8] "A literal, actual Ministry of Truth. We are now deep in the throes of a Harry Potter novel," gaining over 22,000 likes in two days (shown below).
Former politician Tulsi Gabbard also compared the board to the Ministry of Truth during an April 29th Fox News segment. In the segment, Sean Hannity asked her, "how do you feel about the Ministry of Truth?" to which she responded, "This is the kind of thing you see in dictatorships" and called it the "department of propaganda" (shown below). She shared the clip on Twitter[13] that day, gaining over 54,000 likes in under 24 hours.
On April 29th, Twitter[10][11] meme page @grandoldmemes posted several memes comparing the Disinformation Governance Board to 1984, including one labeling Jankowicz and Mayorkas as Big Brothers that received over 1,700 likes in under a day (shown below, left) and one showing Bart Simpson writing "2+2=5" over and over on the blackboard, a reference to the 1984 quote, "In the end the Party would announce that two and two made five, and you would have to believe it," gaining over 7,600 likes in a comparable span of time (shown below, right).
Pause Of Disinformation Governance Board
On May 18th, 2022, Washington Post journalist Taylor Lorenz broke the story that the Disinformation Governance Board had been paused and Nina Jancowicz had resigned from her position as its leader.[17] In the Washington Post article, Lorenz described a "coordinated online attack" against Jancowicz by rightwing influencers and politicians, which mischaracterized the scope and function of the board. Lorenz's article emphasized the personal nature of the attacks and the death threats that Jancowicz received, identifying "vilification" as a core tactic of disinformation campaigns.

Sources quoted in the piece blamed the Biden administration for an inadequate response and pointed out the irony of a "disinformation governance board" folding because of a purported disinformation campaign against Janowicz.

Many online rejoiced at the pause of the disinformation governance board while expressing frustration with Lorenz and what they viewed as biased journalism. Both Congresswoman Marjorie Taylor Greene and journalist Glenn Greenwald posted tweets criticizing Lorenz's tone while praising her for scoring a scoop that garnered thousands of likes.
