I Need The Biggest Seed Bell You Have. No, That's Too Big is a quote from the animated TV series The Simpsons, associated to the character Hans Moleman. The corresponding scene was turned into a meme template, used to talk about things deemed excessive.

Origin

In episode 4 of season 6 of the Simpsons, Itchy and Scratchy Land, Hans Moleman appears in a cutaway gag, inside a telephone booth, during a bird attack that is a reference to Alfred Hitchcock's 1963 movie The Birds. This is when he delivers this line, seemingly in an attempt to fend off the attack.
