Blame The Game Awards. During TGA, Sephiroth was revealed as the new Smash Bros. Ultimate character, a notable highlight for many who watched the livestream. Another notable thing that occurred throughout this year's TGA was "Wooper Watch", a Pokemon GO tie-in event with the livestream where Pokemon GO players could catch a Wooper during specific moments. One of the hosts would be on screen saying "it's time for Wooper Watch" and Woopers would run across the screen, signalling when it's time for Pokemon GO players to catch a Wooper.

I guess these two events got some people to mash them together and create Wooper Sephiroth that you now see.
