About
Jean-Luc Picard is the name of the Captain of the Star Trek starship USS Enterprise. The character, played by Patrick Stewart, has appeared in several TV shows and movies since his initial entry into the Star Trek universe and has been considered a fan-favorite character for most of that time. For many decades, memes that reference Star Trek have often featured Picard or used many of his expressions throughout the show as reaction images.
Origin
On September 28th, 1987, the first episode of Star Trek: The Next Generation came out, which was the pilot episode of the series that first introduced Picard (seen below).[2] Some of the earliest IRL memes about Star Trek revolved around the constant battle of James Kirk vs. Jean-Luc Picard as to which captain was better (similar to the classic argument of Batman vs. Superman).
When internet memes became a thing, Star Trek memes were a big early genre, and Jean-Luc Picard was featured in many of them, as well as having some specific to him. One of the earliest examples of a Star Trek meme featuring Jean-Luc Picard was uploaded to Know Your Meme[1] on April 28th, 2009, by the user MattyDienhoff, and has since been viewed 1,500 times in 12 years (shown below).

The Picard Song is a remix track created by the musician DarkMateria, which uses sequenced quotes by the character Jean-Luc Picard from the science fiction television series Star Trek: The Next Generation. The song rose to fame online after being featured in a YTMND page in April of 2004.

Annoyed Picard is an image macro series featuring a screen capture of the Star Trek: The Next Generation character Jean-Luc Picard wearing an exasperated expression and captions revealing one's frustration or incredulous reaction accompanied by the rhetorical "how the fuck?," "why the fuck?" or "what the fuck?"
