About
The phrase Need a Dispenser here! is a voice command used in Team Fortress 2, a team-based first-person shooter multiplayer video game. A Dispenser is a building constructed by the Engineer class that provides health, ammo and metal to nearby teammates. By using this phrase, you can tell an Engineer where to place a Dispenser for the good of the team. However, this phrase is widely known because of its constant spamming made by the Scout class.

The Scout
The fastest of all the classes, he is considered to be the most troublesome as well because of his quick speed and double-jump ability. Paired with certain weapons, the Scout is ideal at hit and run tactics, allowing to inflict close-range damage before dashing away to safety. Scouts, however, tend to run out of ammunition faster and they have the lowest HP, which means they need a quick healer. Since the Dispenser is a great substitute for the Medic, Scouts would most likely spam Need a Dispenser here! as a cry for help when HP is low. A possible reason why the Scout's harassing voice command is a nuisance is because of his southern Boston accent. Need a Dispenser here! is the perfect way to troll and annoy your team.

Origin
First YTMND Need a Dispenser Here on Jan 15, 2008.
Aside from the game, on Feb 24, 2008, YouTube user SerasAtomsk created a remix composed of the Scout's voice commands and taunts Boink and Bonk to the repetition of Need a Dispenser here! It is most likely inspired by numerous Bonk and Boink remixes, but the video was the first to be titled NEED A DISPENSER HERE, featuring the command as well.

Within a couple of weeks, ThePoolGuy44 posted a video response titled DISPENSROLL'D, playing the phrase looped over and over again along with the continuous scrolling text. Similar to The Rickroll, the video was generally passed around the Team Fortress community/boards as a bait and switch; which brought much lulz.
