I'll just describe how they did this:
It is said that some Argonians have such a deep connection to the Hist Trees that they can communicate with them,a couple Hist Trees warned of a Daedric invasion,so they basically altered the Hist Sap the younglings normally drink to grow normally,effectively turning the next generation of them into super soldiers.
