For those out of the loop, she's based off an old Sonic 2 glitch that caused Sonic to turn into this mesh of green with a black stripe that the discoverer of the glitch named, "Ashura the hedgehog".

After countless fanarts and decades later this glitch character would end up inspiring two characters for the comics. Scourge, more to say Ashura inspired the new green look for this evil version of Sonic in the Archie Sonic comics, alongside directly inspiring Surge here.
