The chaos empyre

Chaotic species like the skaven were succesfully enslaved by the post apocalyptic yet strong, barbarian yet highly technological, barely put together yet inconsistently tyranical civilization known as chaos empyre to fight against this orderly and castrating menace with mixed results.

The chaos empyre is very much like the imperium of man and its like it the last known bastion of humanity except its falling apart in its complete lack of structure and stable leadership also its full of anarchy, decadence, grooming, despair, rampant disease especially ultra-herpes, wars and mad scientists all over experimenting with all manner of dangerous corrupting technology. Things are so bad in some places that the citizens are often more afraid of a fellow human blowing them up or using nega-eldar technology to willingly turn into a sex related demon than they are of a xeno or an order god.

Then there is also the goverment-mandated cocaine ingestion to control many sectors of the population…

The bright side is that the chaos empyre has far less taxes than the imperium, doesnt officially hate xenos and allows interspecies reproduction, and doesnt give two shits about what religion you follow (as long as said religion is considered horny enough) at the very least.
