The person in the image macro is Neil Tyson. Neil Tyson is best known for being the "man who killed Pluto" after making a significant argument against Pluto being a planet. This led to the International Astronomical Union making a decision which demoted Pluto to a dwarf planet.
Origin
This video starts with the Bill O'Reilly "Tides go in, tides go out" and "You can't explain that!" skits, then Neil Tyson walks in and says "Actually, Stephen, I can." This video was posted on Colbert Nation's website on January 6, 2011.
