I hate how such situations can have legitimate reasons ("I disagree with the text of the proposal as is and I would like to discuss an ammendment to it since it is not strict enough"), but 99 out of 100 times either there's a conflict of interest or an outright "orange man bad"-style vote.

Last one at least they tend to be proud to admit, and will forsake demagogy to follow their book. "We are opposition, and we oppose. If the government/establishment supports it, we're against it. This is our stance and it will not ever change."
