99 Percent Hitler or 99% Hitler refers to a hypothetical situation described by an X / Twitter user in which they argued that in an election between Adolf Hitler and a person who is one percent less bad than Hitler, one is morally obliged to vote for the "99 percent Hitler." The post went viral in mid-November 2023 and was widely parodied online, being referenced in numerous memes and jokes as it trended on X.
Origin
On November 13th, 2023, X[1] / Twitter user @JacobUnruh333 wrote, "If there was an election where the only two viable candidates are Hitler and Hitler but 1% less bad, you are morally obligated to vote for hitler but 1% less bad" (shown below, right). The post was a reply to a post[2] critical of United States President Joe Biden which argued that "Biden fanatics simply don't care about the lives of Palestinians" (shown below, left) and received over eight reposts, 180 likes and 920 quotes prior to being deleted. Therefore, @JacobUnruh333's post could be interpreted as a metaphor for the former U.S. President Donald Trump and Joe Biden.
Later on November 13th, X[3] user @shaun_vids quoted the post, commenting, "if an election comes down to hitler and 99% hitler you are morally obligated to overthrow your government." The quote gained over 10,000 reposts and 52,000 likes in one day. In the same thread, @shaun_vids made another comment about @JacobUnruh333's post, writing, "cmon fellas. aim a little higher." The reply (shown below, right) received over 210 reposts and 4,400 likes on X[4] in one day.

On November 13th, 2023, more posts parodying @JacobUnruh333's "99% Hitler" argument were made on X, with multiple examples going viral. For example, on that day X[5] user @halomancer1 made a post that received over 710 reposts and 7,700 likes in one day (shown below, left). Also that day, X[6] user @MattOben made a Yeonmi Park on Joe Rogan meme referencing the post that received over 9,400 reposts and 77,000 likes in one day (shown below, right).
The phrase "99% Hitler" also trended on X / Twitter with over 20,000 posts as of November 14th, 2023, inspiring memes and continued discussion.[7]
