Drawing Tic-Tac-Toes On Foreheads refers to a trend in which people play social games of tic-tac-toe on pictures of people and fictional characters' foreheads, as a way to joke about the large size of said foreheads. The game has seen use with selfies posted to social media and been joked about in fan art of pop culture characters.
Origin
On March 2nd, 2020, Twitter user @chaselyons[1] posted a selfie (below, on the left) to complain about his hair salon trimming his bangs too much; this tweet gained more than 79,300 likes and 4,920 retweets. Fellow Twitter user @DrCatus immediately replied[2] with an edited version of the photograph (below, on the right), having added a crudely drawn, empty Tic-Tac-Toe grid on chaselyons' forehead, gaining more than 7,100 likes and 442 retweets, and encouraged other users to engage in a Tic-Tac-Toe game, which they did.
The following day, chaselyons reacted to this trend with a rant video[3], later referred to online by the title Tic-Tac-Toe On My Forehead, in which he loudly expressed his frustration over this mockery. This tweet gained more than 522,500 likes and 121,200 retweets.

The popularity of chaselyons's Tic-Tac-Toe game and his reaction video turned it into a viral phenomenon. The online news website Ruin My Week wrote an article about it[4] on March 4th, 2020.
The activity has since been applied to other real and fictional characters, who display a large forehead. The earliest instance of this come from Reddit, with a fan art piece featuring Jojo's Bizarre Adventure character Koichi Hirose[5] on March 8th that gained over 5,600 points in four years (when below, left). On March 20th, Redditor Diego-plantgang posted a screenshot of a real-life game using Persona 5 character Haru Okumara,[6] gaining over 180 points in four years in /r/Persona.
Hololive member Ninomae Ina'nis has been regularly pranked in this way during her streams, as fans will play Tic-Tac-Toe on her forehead during streams (examples shown below)..
