Why is it ok to have cut content? And why is it necessary for the average customer to hack/alter their content to be able to play it fully?

They may have been removed due to licensing issues, much like why Dual Audio was cut.

I'm wouldn't say that I am not disappointed with the lack of voices, but if what people are saying is true, then I can understand why they are not in there. Still, I wish it was still included.
